The Governance Group
A Governance Group was appointed in October 2015 to oversee the strategy’s implementation. The Governance Group is chaired by Tom Campbell.
Chair of Governance Group
Tom is probably best known in Southland as a former General Manager of the Tiwai Smelter and later as Chairman of NZAS Ltd.
Tom left Southland in 2004 to be Managing Director of Comalco New Zealand based in Wellington then moved to Canada where he was Global Head of Research and Technology for Rio Tinto Alcan.
Returning to New Zealand in 2009 Tom has since pursued a career as an independent company director. He is currently Chair of the Energy Efficiency and Conservation Authority and a Director of Todd Corporation. He is also a director of a number of Southland companies, including PowerNet, Electricity Invercargill, Southern Generation and Venture Southland.
He is a Chartered Fellow of the Institute of Directors.
Until recently he was Chair of the Institute of Geological and Nuclear Sciences (GNS), and has been on many other company and not-for-profit boards during his career in several countries.
Tom claims the perhaps unique distinction of having migrated to Southland four times over the last 35 years from four different countries (Scotland, Australia, Wales and Canada) but is now permanently settled in the South with his wife Jessie, and is enjoying being close to family here.
In October last year he was appointed Chair of the Southland Regional Development Strategy Governance Group.

Managing and overseeing the day-to-day implementation of the strategy is the Programme Directorate.
